Agreement of Alliance between
SPLM/SPLA and UMMA party

Discomforted by the suffering of the Sudanese people and concerned of the present political and economic crisis and the exploding security situation through which our beloved country has been living since, 30th. June 1989,

the SPLM/SPLA and the UMMA Party agreed on the following programme of action guided by the strategic imperatives contained therein:

1. The SPLM/SPLA affirms its solidarity with the National Democratic Alliance (NDA) and supports both the spirit and the general tenor of the Charter and Programme adopted by the NDA with the understanding that details of that Charter and Programme which were understandably worked out without its participation shall be subject to the necessary alterations and fine tuning and, in this connection the SPLM/SPLA draws attention to the policy declaration on the current Sudanese situation made by Dr. John Garang de Mabior on 14/15 August 1989. For the sake of better coordination the two parties agreed on the urgent necessity of holding a meeting comprising all the signatories of the Charter on a date and a venue to be coordinated by the two parties. The two parties also agreed on the desirability of creating a standing coordinating organ for the NDA in which the SPLM/SPLA shall participate.

2. Removal of the Muslim Brothers' Military Junta in Khartoum.

3. Bringing about a peaceful settlement to the present conflict in Sudan and the convening of a National Constitutional Conference on the basis of the Koka Dam Declaration and the November 16th 1988 Sudanese Peace Initiative, with a view of drafting a new Constitution for the Sudan.

4. Establishment of a multi-party democratic system in the Sudan.

5. The creation of a new national economic order.

6. Restructuring of the Sudan army and all security organs in a manner consistent with the particularity of the emerging New united Sudan. This new national army is to be established with the primary aim of defending the new democratic system, safeguarding the country's independence and protecting its territorial integrity.

7. The two parties agreed to put to an end the hostilities between the SPLM/SPLA and the tribal militias currently fighting alongside the government army. The Umma Party shall take immediate action to direct these tribal militias in order to join ranks with the SPLM/SPLA in order to fight their common enemy, the Khartoum Junta. To achieve this objective practically agreement has to be reached at the field level between representatives of the SPLM/SPLA and those of the Umma Party and militias.

8. The two parties declare their commitment to a foreign policy based on non-alignment, adherence to the principles of good neighborliness, support for peoples just struggle for national liberation, self determination, co-existence among states with differing social order, consolidation of regional cooperation and integration particularly within the institutions and states of the GAO and the Arab League and the struggle with the countries of the South for the creation of a new and just world economic order.

9. The two parties are committed to maintain and develop the relations and cooperation beyond the immediate tasks spelt out in the programme.

This agreement was reached January 29th, 1990 between SPLM/SPLA and Umma Party delegations consisting of the following-

1. CDR. James Wani Igga - Alternate Member of the SPLM/SPLA Political-Military High Command, and Leader of the SPLM/SPLA Delegation.

2. CDR.Lual Ding Wol - Alternate Member of the SPLM/SPLA Political-Military High Command and Member of the SPLM/SPLA Delegation.

3. Capt. Mario Moor Moor - Member and Secretary of the SPLM/SPLA Delegation.

4. Sayed Mubarak El Fadil el Mahdi - Representative of the Umma Party Leadership.
